At Jade Behavioral Consultants, we offer a unique and compassionate form of therapy to children and adults. Our mission is to improve quality of life by providing positive, compassionate, and individualized therapy to the individuals that we serve. Our team of experienced therapists work with families and individuals to tailor a therapy plan that meets their unique needs. We believe that everyone deserves access to quality mental health care, and we are dedicated to providing that care to our community.

Annette Tilmon,
CEO/Executive Director
Annette Tilmon, CEO of Jade Behavioral Consultants (JBC), stepped into her leadership role in May following the passing of her husband, Marlon Tilmon, the founder of JBC. With a Master’s degree in Social Work and a Master’s in Counseling, Annette brings over 23 years of experience as a dedicated social worker with Child Protective Services. Her extensive background has equipped her with a deep understanding of family systems, advocacy, and the importance of providing compassionate, individualized care. That compassion and visionary approach continue's her husband’s legacy of supporting individuals and families.

Annette is dedicated to maintaining JBC’s mission of delivering high-quality behavioral services and empowering families through personalized care. Building on Marlon's foundation, she aims to expand JBC’s impact while honoring the core values that shaped the organization. Her commitment to collaboration and advocacy ensures that JBC remains a trusted resource for those seeking life-changing support. Annette’s leadership embodies her passion for helping families thrive, carrying forward Marlon's vision with resilience and determination.
Theresa Bartholomew, M.S., BCBA
Director of Operations
Theresa Bartholomew is a Board Certified Behavior Analyst with more than 25 years of experience working in the field of applied behavior analysis. For over 15 of those years, she has focused on helping children overcome feeding challenges and develop healthier eating habits. She earned her Bachelor of Science in Psychology from the University of La Verne and a Master’s degree from Cal State Los Angeles/Kaplan University.
Theresa’s work has spanned across homes, schools, and community settings, supporting children with autism, Down syndrome, and other developmental diagnoses. She is a strong advocate for client-led therapy, believing that meaningful progress comes when treatment is guided by each individual’s needs, strengths, and goals.

Beyond her clinical expertise, Theresa draws on her background in Organizational Behavior Management (OBM) to build and support strong leadership teams. She places a high value on creating a culture of collaboration and balance—where staff feel supported in their professional growth while also maintaining healthy boundaries and a sustainable work-life balance.

Over the years, Theresa has worked side by side with families, educators, speech and language pathologists, and occupational therapists to provide comprehensive care. She has also been invited to share her expertise at conferences and trainings, including presentations for the Regional Center of Orange County, ABAI, and the international Feeding Matters Conference. Whether collaborating with schools, leading workshops, or presenting CEUs, she brings a passion for practical, compassionate, and effective behavior change to everything she does.
